Closing Ceremony of 4th Seminar on Drug Quality Management for the Developing Countries

2013 Seminar on Drug Quality Management for the Developing Countries, sponsored by Ministry of Commerce of the People’s Republic of China and undertaken by Shanghai Fosun Pharmaceutical(Group) Co. Ltd., came to an end in Guilin, Guangxi on June 28. Ministry of Commerce of the People’s Republic of China e, State Food and Drug Administration, Guilin government leadership and Li Xianlin, chairman of Shanghai Fosun Pharmaceutical Development Co. Ltd., attended the closing ceremony and delivered a speech, making congratulations on the successful completion of the Seminar.

This two-week seminar has recruited 15 participants from 10 developing countries such as Nigeria, Nepal, Yemen, Kenya and etc., who are all experts and leaders with rich practical experience and professional ability in drug quality, registration drug distribution and procurement in their own countries.

Fosun Pharma attaches great importance to this activity. With the support and help from National Ministry of Commerce and State Food and Drug Administration, it arranged 10 lectures concerning about drug quality management, industry development and distribution in Shanghai and Guilin, and systematically introduce the present situation and development trend of the quality management system to the trainees from all over the world, as well as Chinese health insurances system, drug price system, distribution system, approval system and other issues concerned by foreign participants. In addition to the training courses, the participants visited key member enterprises of Fosun Pharma, such as Guilin Pharma’s state-of-the-art tablet production workshops, injection production workshops and warehouses, so as to get a better understanding of the management model of Chinese pharmaceutical industry personally and share their experiences with each other.

Committed to the development of healthcare industry in China, Fosun Pharma actively participates in the Chinese government foreign aid programs. While fulfilling the social responsibility and enabling the participants to learn advanced management concept at the same time, it also makes the world know China through these participants and makes the pharmaceutical enterprise in China develop in the global market.

The Seminar on Drug Quality Management for the Developing Countries undertaken by Fosun Pharma is highly appreciated by countries in Africa, Asia, Europe and America. Since 2010, Fosun Pharma has totally organized 4 Seminars on training about foreign aid drug quality management sponsored by Ministry of Commerce of the People’s Republic of China, through which we have accumulated rich experience in foreign aid training, built a professional project management team with profound understanding of foreign aid training, with good cooperation spirit, strong professional ability and rich experienced, the Fosun Pharma team is highly appreciated by recipient governments and participants.

Q:What’s your work in the foreign aid training? How do you think about the Seminar on Drug Quality Management for the Developing Countries?
A: As for the project, the foreign aid training is the job of the nation and government, which should be coordinated and managed by the government. Academy for International Business Officials, as the executing agency of foreign aid training, is mainly responsible for coordinating and managing the national foreign aid training programs. All the programs must be standardized, supervised and evaluated in a unified way, including the Seminar on Drug Quality Management for the Developing Countries. The management scope covers the project’s implementation plan, curriculum design, financial settlement and so on. In addition, at the end of each project, we need to evaluate, summarize the results and evaluate whether the implementation of project is accord with the requirements of state and government, or meet the goals of foreign aid training.

I have a deep feeling about this Seminar on Drug Quality Management for the Developing Countries. In many developing countries, especially in some countries in Africa, the medical and sanitary conditions are poor,in shortage of doctors and medicine. Represented by Africa, some developing countries still lag behind China. So we carry out such a project, which enables the relevant officials from the developing countries to communicate with each other, as well as communicate the advanced experience with experts in China, meanwhile, the projects are highly targeted, both sides can promote the health development in developing countries together, which means a lot to the developing countries.

Q: What’s your opinion about the foreign aid training?
A: Foreign aid training is very meaningful to both the organizers of China and foreign participants.
First of all, it enables the participants to set up correct understanding about China, and truly understand China's development at present. Many participants from the developing countries gain a very good understanding to China’s development through their own eyes and ears at the end of the Seminar. Such as the Seminar on Drug Quality Management for the Developing Countries, it not only has courses related to drug quality, but also arranges the visit for the participants. Through these courses, they will get general idea of the real development of the drug quality management system in China, and really know the development level and production capacity of China in this respect. This kind of right concept is beneficial to both sides to deepen understanding and further communication, which is very critical.

Secondly, the participants can learn technologies. taking Seminar on Drug Quality Management for the Developing Countries for example, in the opening ceremony, through the introduction of Mr Li Dongjiu (senior vice President of Fosun Pharma), I began to know the drug production level and quality system of Fosun Pharma is very advanced, which ranks in the front in the domestic market in China. Therefore, by arraning such Seminars, we can enable the participants from the developing countries watch and experience China’s drug production technology and management level. After they return home, they can apply what they have learned to their work, thus helping to enhance the related technology in their own country.

Thirdly, the foreign aid training is a work about People in fact. Academy for International Business Officials, which is short for AIBO, are the first letters of our academy’s name, our school motto is Love the World, Knowledge of Ancient and Modern. During the foreign aid training, we adhere to the spirit of love; care about and for the participants. When the participants come to China, those who they contact the most is Chinese staff carrying out the training, so their every move will leave the participants an impression of Chinese. Through getting along with each other, deep feelings usually will be cultivated. As far as my work experience is concerned, every year, no matter foreign officials or technical personnel who come to China to participate in the training, they have a very good impression for China, at the same time, the rich and colorful Chinese culture will deeply attracts foreigners. In the process of foreign aid training, foreign participants usually have a special feeling towards Chinese, therefore, the wonderful Chinese culture will spread across the world naturally. I believe such kind of invisible things is a great wealth, which should be the biggest harvest to the participants.

Q: How do you think about the future of the foreign aid training?
A: In terms of the general trends, all foreign aid work should be in coordinate with the needs of the government’s foreign policy, which needs to be detailed, that is to meet the needs of various ministries and commissions under the State Council, and these requirements should be highly unified with the national interests, linked together, this trend will not change forever, which is the direction.

Specifically speaking, there won't be big change in the scale and investment of foreign aid training in recent years.
Foreign aid training has developed rapidly in recent years, in 2011, the training number is about ten thousand, which is not a small number. While in 2012, the training number was nearly the double of 2011. This year it can be done with flat compared to 2012, since 2014, it will try to maintain such a scale, and make slight adjustment on the kinds of Seminars.

I come from Nepal, engaging in medical and administrative work in a domestic hospital, I gain a lot form this Seminar. Through it, I can fully understand the development of China's drug quality, especially in the aspect of administrative management. Compared to China, there is still much to do for our domestic administrative management to close the gap, therefore, the Seminar about the drug management is very timely.

The course about the drug quality is very systematic, logical and practical. The professional teachers delivered vivid and clear interpretation, which is also very practical. Meanwhile, I’m looking forward to visit the Guilin Pharmaceutical, so I can learn more from actual operation. Maybe the sponsor doesn’t want to make us too tired, the courses are easy, however, I hope more courses can be arranged appropriately, so I can learn more.

We both come from Nigeria and work in the agency relating to the administrative management and control of the drug, similar to China's Food and Drug Administration. Our daily work is mainly about the supervision and management of the food, drug and medical devices, and etc., meanwhile, we will provide scientific data and strategic direction, so as to facilitate the seniors to make decisions based on them.

The Seminar means a lot to me, China has established the institution for the evaluation and approval of drugs, and it has arranged the courses relating to the supervision and evaluation of drugs, which enables me to build up a new concept in this respect. In my country, we pay high attention to the analysis of the laboratory findings, while in fact, how to evaluate the drugs comprehensively and effectively also plays a very important role. We have made plans to pay more attention to collect and analyze the clinical data of the drug in the future. After we return to Nigeria, surely will we apply the knowledge and technology we have learned to our practical work.
Thanks for China's support to Africa and the developing countries. Without China's assistance, the developing countries will not be able to learn advanced technology and knowledge in China.
